Assuming that they are nominally 12 volt panels then their maximum output is at approx 18 volts. Therefore the maximum current will be 140/18 = 7.78A. With three panels in parallel that would be a bit under 24A total so your 30A regulator would work.
However if they are good quality panels you may actually get a bit better output than the rated 140W so you are very close to your limit.
